Snoopy is carrying a decorated hagoita paddle. At New Year's young girls used to dress in kimono and play with battledore and shuttlecock (a badminton-like game). More elaborately decorated paddles are for display. Asia uses a rotating annual zodiac cycle: 2019 is the year of the boar; 2020 the year of the mouse/rat.
